The goal of the CSA score is to ensure best safety practices are followed.<\/p>\n\n\n\n<p>The CSA program is governed by the <a href=\"https:\/\/www.fmcsa.dot.gov\/\">Federal Motor Carrier Safety Administration (FMCSA)<\/a>. It&#8217;s essentially an accountability check for motor carriers and drivers alike. Further decline leads to alert status and, eventually, an Out-of-Service Order (OOSO), barring you from operating.<\/p>\n\n\n\n<p>But it&#8217;s not just the government&#8217;s meddling that matters; public perception plays a role too.<\/p>\n\n\n\n<p>Even though some of your data is only visible to you (the carrier) and to law enforcement, much of your fleet&#8217;s safety and compliance data is<em>&nbsp;publicly<\/em>&nbsp;available for anyone to find on the CSA website\u2014including your customers and competitors. All they need is your DOT number or motor carrier business name.<\/p>\n\n\n\n<p>What&#8217;s&nbsp;<em>not<\/em>&nbsp;available to the public, is your crash history, hazmat compliance, and&nbsp;<a href=\"https:\/\/csa.fmcsa.dot.gov\/About\/Measure\" target=\"_blank\" rel=\"noreferrer noopener\">BASIC<\/a>&nbsp;percentiles.<\/p>\n\n\n\n<br\/><br\/><br\/><br\/>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"dispelling-csa-score-myths\">CSA Scores &#8211; Dispelling the Myths<\/h2>\n\n\n\n<p>Before diving into ways to improve your CSA score, we need to dispel a few myths:<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Myth #1&nbsp;\u2013 CSA Score: Point totals determine whether or not the FMCSA will intervene.<\/h3>\n\n\n\n<p>Each violation adds anywhere from 1-10 points based on severity. Of course, you want to keep your points as low as possible, but there&#8217;s no minimum point total that determines when the FMCSA will take action. Instead, the total points are used to rank your fleet with other fleets that have a similar number of crashes, inspections, and violations.&nbsp;<strong>It&#8217;s the resulting percentile ranking that determines your fate.<\/strong><\/p>\n\n\n\n<p>For instance, the intervention threshold for Hazardous Materials (HM) Compliance is 80%. If your HM Compliance score is higher than 80% of carriers similar to yours, the FMCSA will prioritize you for intervention.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Myth #2&nbsp;\u2013 CSA Violation: Your CSA score is based on CSA violations found during inspections.<\/h3>\n\n\n\n<p>This is only partially true. There are a couple more components to your score.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Crash reports provided by states to the FMCSA<\/li>\n\n\n\n<li>Violations discovered during onsite and offsite&nbsp;investigations<\/li>\n<\/ul>\n\n\n\n<br\/><br\/><br\/><br\/>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"tips-for-hiring-drivers\">CSA Scores &#8211; Tips for Hiring Drivers<\/h2>\n\n\n\n<p><\/p>\n\n\n<div class=\"wp-block-image is-style-default\">\n<figure class=\"aligncenter size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"323\" src=\"https:\/\/www.ftsgps.com\/wp-content\/uploads\/2019\/06\/roadside-inspection-ramp-up-1024x323.jpg\" alt=\"State police pulls over a truck. CSA Scores can be dramatically affected by a negative inspection.\" class=\"wp-image-2978\" srcset=\"https:\/\/www.ftsgps.com\/wp-content\/uploads\/2019\/06\/roadside-inspection-ramp-up-1024x323.jpg 1024w, https:\/\/www.ftsgps.com\/wp-content\/uploads\/2019\/06\/roadside-inspection-ramp-up-1536x485.jpg 1536w, https:\/\/www.ftsgps.com\/wp-content\/uploads\/2019\/06\/roadside-inspection-ramp-up-300x95.jpg 300w, https:\/\/www.ftsgps.com\/wp-content\/uploads\/2019\/06\/roadside-inspection-ramp-up-768x242.jpg 768w, https:\/\/www.ftsgps.com\/wp-content\/uploads\/2019\/06\/roadside-inspection-ramp-up.jpg 1600w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n<\/div>\n\n\n<p><\/p>\n\n\n\n<p>One of the most valuable and affordable tools at your disposal is the FMCSA&#8217;s Pre-Employment Screening Program (<a href=\"https:\/\/www.psp.fmcsa.dot.gov\/psp\/Public\" target=\"_blank\" rel=\"noreferrer noopener\">PSP<\/a>).<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Never hire drivers without checking their PSP record<\/h3>\n\n\n\n<p>Carriers using PSP have decreased their crash rates an average of 8% and driver out-of-service (OOS) rates by 17%, <a target=\"_blank\" rel=\"noreferrer noopener\" href=\"https:\/\/www.psp.fmcsa.dot.gov\/psp\/Documents\/PSP-Safety-Impact-analysis-brief.pdf\">according to a&nbsp;PSP safety analysis<\/a>. In fact, carriers with 6-20 drivers decreased crash rates by over 20%.<\/p>\n\n\n\n<p>A PSP report shows you a driver&#8217;s five-year crash report and three-year roadside inspection report via the FMCSA. It&#8217;s worth noting that every crash and inspection the driver was&nbsp;involved&nbsp;in will be on the report, regardless of who was at fault.<\/p>\n\n\n\n<p><strong>Reviewing PSP reports helps you:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Find honest drivers<\/strong>&nbsp;\u2013 This is an often overlooked benefit of PSP reports. For a few bucks you can make sure drivers aren&#8217;t lying on their applications or failing to mention previous employers or accidents.<\/li>\n\n\n\n<li><strong>Find the safest drivers<\/strong>&nbsp;\u2013 Aside from the obvious, be sure to also look for violations on pre-trip inspections, logbooks, speeding, and additional safety data. Excessive violations like these are often signs of an <a href=\"https:\/\/www.ftsgps.com\/resource-center\/fleet-management-challenges-part-1\/\">unsafe driver<\/a> who could negatively impact your fleet&#8217;s CSA score. Remember, a driver&#8217;s CSA score can easily affect your fleet&#8217;s CSA percentiles.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">How can I access PSP records?<\/h3>\n\n\n\n<p>To request PSP records, you need to be a PSP account holder. Carriers with 99 or fewer vehicles pay an annual subscription fee of $25 for a PSP account. The subscription fee increases slightly to $100 per year for carriers with 100 or more vehicles. You can\u00a0<a href=\"https:\/\/www.psp.fmcsa.dot.gov\/home\" target=\"_blank\" rel=\"noreferrer noopener\">sign up for a PSP account online<\/a>\u00a0or\u00a0<a href=\"https:\/\/www.fmcsa.dot.gov\/registration\/registration-forms\" target=\"_blank\" rel=\"noreferrer noopener\">download the motor carrier enrollment agreement<\/a>\u00a0to sign up by mail, fax, or email.<\/p>\n\n\n\n<p>Be aware that you can only request a driver&#8217;s PSP record for&nbsp;<em>pre-employment<\/em>&nbsp;screening purposes and you&nbsp;<em>must<\/em>&nbsp;have the driver&#8217;s permission. This means that the CSA &#8220;score&#8221; isn&#8217;t really a score at all.<\/p>\n\n\n\n<p>It&#8217;s a percentile. Medical violations account for 8% of all driver infractions (1-2 points)<\/li>\n<\/ul>\n\n\n\n<p>With common sense and some discipline, you can reduce your points for each BASIC and improve your CSA score.<\/p>\n\n\n\n<br\/><br\/><br\/><br\/>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"csa-scoring-made-easy\">CSA Scores &#8211; Inspection Scoring Made Easy<\/h2>\n\n\n\n<p>When your fleet has enough safety data in a BASIC, you&#8217;re given a BASIC percentile ranking from 0-100 based on your fleet&#8217;s violation rate. The percentiles rank your fleet relative to other carriers similar to yours, and they&#8217;re used to decide if your fleet is having trouble with safety performance.<\/p>\n\n\n\n<p>If one of your BASIC percentiles reaches a predefined threshold, you&#8217;ll be hearing from the FMCSA in the form of warning letters and\/or investigations.<\/p>\n\n\n\n<p>The seven BASICs consist of over 900 different violations. The three main factors that ultimately decide your fleet&#8217;s ranking are:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Number of violations<\/li>\n\n\n\n<li>Severity of violations<\/li>\n\n\n\n<li>Date of violations (recent violations carry more weight)<\/li>\n<\/ol>\n\n\n\n<h3 class=\"wp-block-heading\">Here&#8217;s how it works:<\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Violations increase your CSA scores anywhere from 1-10 points based on severity (higher scores are bad)<\/li>\n\n\n\n<li>Because the weights reflect the relative importance of each violation within each particular BASIC, they cannot be compared meaningfully across the various BASICs<\/li>\n\n\n\n<li>Points are multiplied depending on how recent the violation wasFor carriers:<ul><li>3x \u2013 1-6 months<\/li><li>2x \u2013 7-12 months<\/li><li>1x \u2013 13-24 months<\/li><\/ul>For drivers:\n<ul class=\"wp-block-list\">\n<li>3x \u2013 1-12 months<\/li>\n\n\n\n<li>2x \u2013 13-24 months<\/li>\n\n\n\n<li>1x \u2013 25-36 months<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The sum of all violations in any one BASIC during a single inspection is capped at 30. However, the cap is&nbsp;<em>before<\/em>&nbsp;the time multiplier. This means that a penalty of 30 points will be 90 for the first six months and 60 for the following twelve months, due to the 3x and 2x multipliers.<\/li>\n\n\n\n<li>If a violation results in an Out-of-Service Order (OOSO), 2 additional points are added to the severity score<\/li>\n\n\n\n<li>Points drop off after 24 months for carriers and 36 months for drivers<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Can I challenge the results of a DOT inspection?<\/h3>\n\n\n\n<p>Yes. They may choose to interview your employees and inspect their vehicles.<\/li>\n\n\n\n<li>Onsite Comprehensive Investigation \u2013 The investigator will review your entire safety operations onsite.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Follow-On Interventions<\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Cooperative Safety Plan (CSP) \u2013 This is a voluntary plan intended to address safety issues with the help of a Safety Investigator.<\/li>\n\n\n\n<li>Notice of Violation (NOV) \u2013 You&#8217;re notified that your fleet has severe violations. To avoid fines you must take corrective action and provide evidence of it. You can also choose to contest the NOV if you feel it&#8217;s incorrect or inaccurate.<\/li>\n\n\n\n<li>Notice of Claim (NOC) \u2013 This notice means your violations are severe enough to warrant fines.<\/li>\n\n\n\n<li>Operation Out of Service Order (OOSO) \u2013 This is the most serious intervention. You must stop all motor vehicle operations if you receive an OOSO.<\/li>\n<\/ul>\n\n\n\n<br\/><br\/><br\/><br\/>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"csa-changes-are-coming\">CSA Scores &#8211; Changes Are Coming<\/h2>\n\n\n\n<p>For years, trucking industry groups argued that CSA score thresholds by BASIC group do not accurately correlate with safety risks.<\/p>\n\n\n\n<p>With the passage of the FAST Act (Fixing America&#8217;s Surface Transportation) in December 2015, the CSA score percentiles were removed from public view as potential changes are evaluated.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Safety Measurement System Changes and Delays<\/h3>\n\n\n\n<p>The FMCSA expects to adopt a new CSA program based on the Item Response Theory (<a target=\"_blank\" rel=\"noreferrer noopener\" href=\"https:\/\/www.fmcsa.dot.gov\/safety\/research-and-analysis\/item-response-theory-irt\">IRT<\/a>) model. The new model promises to be more statistically sound and relevant to gauging fleet safety culture and designating a fair CSA Score.<\/p>\n\n\n\n<p>However, changes to the CSA program have faced significant delays due to the inability to clearly explain it to carriers and drivers, <a target=\"_blank\" rel=\"noreferrer noopener\" href=\"https:\/\/www.ttnews.com\/articles\/delays-continue-potential-new-fmcsa-system-score-carrier-safety\">uncertainty in FMCSA leadership, and pending Biden administration review of the safety program<\/a>.<\/p>\n\n\n\n<p><a href=\"https:\/\/www.truckinginfo.com\/319432\/commentary-csa-gets-ready-for-another-take\" target=\"_blank\" rel=\"noreferrer noopener\">In July of 2018, the FMCSA announced it expected to implement the new system in September 2019<\/a>.
